	egg-labeling mandatory, as well as adding more humane living standards for millions of egg-laying hens in the U.S.
</p>
<p>
	Paul Shapiro with the Humane Society of the United States says currently, egg cartons do not have to be labeled for sale, and those that are labeled can be confusing. He says nine out of ten cartons are from hens that live in &ldquo;battery cages.&rdquo;
</p>
<p>
	Shapiro says egg-labeling options can include &ldquo;cage free,&rdquo; which means birds are able to stretch and are not in cages.&nbsp; &ldquo;Free-range&quot; could mean hens have some outdoor access and &quot;pasture-raised&quot; should mean that hens are laying eggs outside.
</p>
<p>
	There are no current industry rules and the living standards are not always clear. &nbsp;However, Shapiro says any of these options are preferable to battery cages, which have already been banned in the European Union.</p>

	One person, identified as 28-year-old Jennifer Silva, was shot and killed.
</p>
<p>
	Yuma Police Detectives have identified and interviewed all involved individuals.&nbsp; The case is believed to be an isolated incident and not connected with any other shootings in the Yuma area.&nbsp;

<p>
	Yuma Police Detectives identified 34-year-old Dorothy Martin as the other individual involved.&nbsp; Martin was interviewed by detectives and released pending further investigation.</p>

	California has sold $83-million worth of Powerball tickets since it started selling them in April and overall has accounted for 11-percent of the game&#39;s sales in the country.

	Nevadans can not buy tickets in their state, where the lottery is seen as competition to its casino industry. &nbsp;But they have been flocking to the tiny town of Nipton on the California border. &nbsp;The town&#39;s Primm Valley Lotto store is the biggest ticket seller.&nbsp;

<p>
	The jackpot hit $550-million Thursday. &nbsp;It has leapt nearly $200-million since Wednesday&#39;s drawing, which was an estimated
</p>
<p>
	$360-million. &nbsp;The $550-million jackpot is the second largest in Powerball history and third biggest overall.
</p>
<p>
	Officials expect the jackpot to keep growing before Saturday&#39;s drawing that could break Powerball&#39;s November 2012 record of over $587-million.</p>

	Councilmember Paul Johnson expressed concern about the order some of the projects were listed.&nbsp; He is concerned about flooding around 28<sup>th</sup> Street and Fern Avenue.&nbsp; He says residents living on or near that area need help.

	City Administrator Greg Wilkinson says there is some state grant money for the project.&nbsp;
</p>
<p>
	A suggestion from Mayor Alan Krieger to raise some of the intersections by eight inches to prevent flooding &ndash; most notably 28<sup>th</sup> Street and Catalina Drive &ndash; was shot down.&nbsp; Mayor Krieger says another nearby area of concern involves Arizona Avenue near 28<sup>th</sup> Street.&nbsp;

<p>
	The council asked that the proposed projects be reevaluated and another report will be given back to the council at a future meeting.</p>
